Victims of online sexual abuse can now report the same anonymously from their homes, with Union home minister Rajnath Singh launching a
dedicated portal — cybercrime. gov.in — on Thursday to receive online complaints regarding child pornography, child sexual abuse content and sexually explicit material depicting rape or gang rape.

The ministry also operationalised a second portal carrying a national database on sexual offenders. The sexual offenders registry, which already has 4.4 lakh entries of those convicted in cases of rape, gangrape, POCSO, eve-teasing etc, will be accessible only to law enforcement agencies.

It is expected to assist agencies, particularly the state police that has been requested to regularly update the database from 2005 onwards, to effectively track and probe cases of sexual offences. The database shall include name, address, photograph and fingerprint details for each entry. However, it will not be open for public viewing, thus protecting the individual’s privacy.

The ‘Cyber Crime Prevention Against Women and Children’ portal is user-friendly in that it enables reporting of the cases without complainants having to reveal their identity. This is expected to encourage victims, civil society outfits and concerned citizens to report the cases.

It was seen that victims often desisted from lodging complaints for fear of disclosing identity. Complainants can upload the objectionable content or URL to assist investigation by the state police concerned, and can also track progress using their mobile number.

The National Crime Records Bureau will proactively identify such cases and take them up with intermediaries for removal.
